Dewpoint has emerged as a leader in Health Information Exchange (HIE) Planning and Integration Management for statewide and regional efforts. We are currently assisting multiple states with developing Clinical Priorities and the associated Technical Architectures that will meet the requirements of the Office of the National Coordinator State Cooperative Agreement Program.

Technical Assessment
Within a State many healthcare organizations have invested significant sums of money toward standing up infrastructure that can be used for HIE within its own practice, health system or community. When looking at state-level HIE’s it is critical to properly assess the current status of these investments for the purposes of determining:
- Investments that can leveraged
- Candidate pilot sites
- Readiness of existing state systems
- Proper approach for continuing investments
The efforts under this task have been structured to satisfy the ONC Environmental Scan requirements. Technical Assessment planning can also be procured to support Community HIE development or individual hospital HIT advancement.
Workgroup Facilitation and Planning
Statewide HIE development occurs through a complicated and thorough planning effort with key healthcare stakeholders within a State or Community. Organizations and individuals may have strong opinions on the methods of connectivity, which governance model should be employed, the clinical use cases and value propositions that should be targeted, the methods of ensuring a financially sustainable system. The ONC’s State HIE Cooperative Agreement Program recognizes that States need “an incremental process that requires demonstrated progress across five essential domains: governance, finance, technical infrastructure, business and technical operations, and legal/policy” in order to properly plan for and implement HIE capacity.
Dewpoint has experience with the facilitation and planning required bringing a disparate group of stakeholders together toward a cohesive approach for each of the 5 essential domains as required by the ONC.

Plan Development for States or State Designated Entities
The ONC State HIE Cooperative Agreement Program requires that State’s (or State-designated entities) create a Strategic and Operational Plan in order to qualify for Federal funding. The Environment Scan and Workgroup Facilitation and Planning activities listed above result in much of the content that is required to be submitted with the Plan.
However, there is a significant effort required to coordinate the output of the various Workgroups to ensure that the Strategic and Operational Plans are created such that they meet the requirements of the ONC.
Dewpoint can help states or state-designated entities with the development, and completion of Strategic and Operational Plans as required by the Office of the National Coordinator to receive HIE Implementation funding.
Implementation Management
Many State governments have a rigid procurement process that results in the proper vendor being selected to perform a system implementation. This procurement process can often being soured by a lack of communication during project execution that can lead to cost overruns and failed projects. Dewpoint has developed an process/offering that oversees the acquisition of the system for a buying entity.
Often an organization has to decide whether to build or buy a solution. Dewpoint can support this decision-making process and then carry the project all the way through User Acceptance Testing.
